CIVILIAN PLACEMENT

Select recovered artifacts have been authorized for placement outside Bureau-controlled storage facilities.

This process is designated the Civilian Placement Program.

Artifacts released through this program are not considered reproductions, merchandise, or conventional consumer objects within Bureau records.

Each is treated as an individually designated archival specimen representing a documented entity held within the Lost Frames Bureau Archive.

Individuals receiving an artifact through authorized placement assume the designation of Civilian Custodian.

Custodianship begins upon receipt.


LIMITED PLACEMENT

Civilian placement is intentionally restricted.

Each authorized artifact is issued in a predetermined quantity established by the Bureau prior to release.

Once the approved placement quantity has been fulfilled, that designation is considered CLOSED unless otherwise stated within the official record.

Additional specimens will not be added to a closed placement simply to satisfy demand.

Placement quantities may vary between classifications.

Some artifacts may receive twenty-five authorized specimens.

Others may receive fewer.

Certain recovered entities may never receive civilian clearance.

Authorization is determined individually.


SPECIMEN DESIGNATION

Every artifact cleared for civilian placement receives an individual specimen designation corresponding to its Bureau classification.

AUTHORIZED PLACEMENT: 25 SPECIMENS

Individual specimens may be recorded as:

LFB-047 / 01 OF 25
LFB-047 / 02 OF 25
LFB-047 / 03 OF 25

Each designation identifies that specific artifact within the authorized placement.

The specimen number belongs to the artifact.

It should remain with it.


BUREAU DOCUMENTATION

Civilian placement may include supporting archival documentation prepared specifically for the recovered classification and individual specimen.

Depending upon the artifact, documentation may include:

Bureau Identification Documentation
Establishes the classification and known identity of the recovered entity.

Certificate of Civilian Placement
Records the specimen's authorized transfer from Bureau custody into civilian custodianship.

Individual Specimen Designation
Identifies the unique specimen number assigned to the artifact.

Recovered-Frame Documentation
Provides archival visual material associated with the entity's documented origin or recovery.

Handling Instructions
Outlines recommended procedures for unpacking, displaying, preserving, and transporting the specimen.

Additional restricted or classification-specific materials may accompany certain placements.

Documentation should be preserved alongside the artifact whenever possible.

Together, the specimen and its accompanying records constitute the complete Bureau-issued archival set.


TRANSFER OF CUSTODY

Before leaving Bureau control, each specimen undergoes final identification, documentation, condition review, and preparation for civilian transfer.

Artifacts are secured within protective packaging appropriate to their physical characteristics.

Supporting records are packaged separately or within designated archival compartments to minimize damage during transit.

Certain materials may arrive sealed.

Tamper-evident Bureau seals should not be disturbed until the artifact has reached its intended placement location.

Upon delivery, responsibility for the preservation of the specimen transfers to the Civilian Custodian.


SPECIMEN HANDLING

Recovered artifacts should be handled deliberately.

Where supplied, archival handling gloves are recommended when removing the specimen from its protective enclosure or when handling surfaces susceptible to oils, fingerprints, or abrasion.

Artifacts should be protected from prolonged direct sunlight, excessive heat, moisture, impact, and unstable display surfaces.

The original enclosure, protective materials, documentation, identification cards, seals, and associated records should be retained.

Modification, repainting, alteration, or removal of identifying marks may compromise the archival integrity of the specimen.

Preserve the artifact as received.


DISPLAY & PRESERVATION

Civilian placement does not require an artifact to remain permanently enclosed.

Artifacts may be displayed.

However, custodians are encouraged to consider the specimen's long-term preservation when selecting a placement environment.

A stable interior location away from direct sunlight, excessive humidity, heat sources, and high-risk traffic areas is recommended.

The Bureau considers the preservation of accompanying documentation equally important.

An artifact without its records has lost part of its documented history.


TRANSFER BETWEEN CUSTODIANS

Civilian custodianship may change.

If an artifact is transferred, sold, inherited, or otherwise placed into the possession of another individual, the Bureau recommends that all original documentation and archival materials remain with the specimen.

The individual specimen designation remains unchanged.

LFB-047 / 07 OF 25 will remain LFB-047 / 07 OF 25 regardless of future custodianship.

The record belongs to the artifact—not the individual possessing it.


PLACEMENT CLOSURE

When all authorized specimens have entered civilian custody, the placement will be marked:

PLACEMENT CLOSED

Closure signifies that the authorized civilian allocation has been fulfilled.

The corresponding Bureau record may remain accessible for archival purposes after placement has ended.

Continued documentation, recovered materials, photographs, or case records may subsequently be added to the public Archive.

The investigation and the placement are separate matters.

A placement can close.

A case may not.


CUSTODIAL NOTICE

By accepting possession of a Bureau-designated artifact, the recipient acknowledges responsibility for its continued preservation.

You are not being asked to understand what was recovered.

You are being asked to preserve it.
